Royce Poinsett
Of Counsel
Royce Poinsett is an experienced government relations attorney at the Texas Capitol. He uses his broad experience, relationships, and strategic insights to promote and protect his clients’ interests at the Texas Legislature, at executive agencies, and throughout the complex state government environment.
Royce joined the firm following a long public service career at the Texas Capitol, where he served as counsel and policy advisor to the Speaker of the Texas House of Representatives and to Governor Rick Perry through 11 regular and special legislative sessions. Previously Royce served a series of elected officials from both sides of the political aisle, including Texas Governor George W. Bush, U.S. Senator Kay Bailey Hutchison, U.S. Congressman Sam Johnson, and Baltimore City Councilman Martin O'Malley, now Governor of Maryland.
Royce serves as a lobbyist for an array of major corporations, professional associations, nonprofit organizations and coalitions that require a constant presence at the Texas Capitol. For these clients, Royce manages their legislative agendas at the Texas Legislature, represents their interests at state regulatory bodies, and continually monitors political, legislative and judicial developments to identify potential threats and opportunities.
Royce is also sought after to provide “crisis management” counsel to businesses that are facing a sudden legal or political challenge at the Texas Capitol. Royce uses his background and relationships to help these clients navigate their way through threatening legislative proposals, public affairs controversies, or investigations by the Texas Attorney General or other regulatory bodies.
Using his experience as the Governor’s counsel for the Texas Enterprise Fund, and later as the Speaker’s designee on the Fund’s executive board, Royce chairs the firm’s Economic Development practice group and helps clients compete for valuable economic development incentives from the State of Texas.
As a former ethics advisor to the Governor and the Texas House of Representatives, Royce is a published author and frequent speaker on Texas campaign finance laws and government ethics, and he advises elected officials and businesses on forming and administering political action committees.
A 7th-generation Texan, Royce attended preparatory school in Dallas at St. Mark’s School of Texas, and attended The Johns Hopkins University where he was selected Phi Beta Kappa. Royce attended graduate school at the London School of Economics, and law school at The University of Texas School of Law where he was a member of the Texas Law Review.
