Jim Raup has a varied practice in school law, representing Texas independent school districts, private schools, and community colleges. He also works with both private and public employers in many aspects of employment law. In addition to his legal career, Jim taught high school social studies, worked in school dropout prevention, and was a high school football and baseball coach. He is actively involved in the community through several volunteer organizations and is a frequent author and speaker on education and employment matters.

Representative Experience

  • Handles litigation, including appeals, and counsels school administrators and governing bodies regarding civil rights claims brought by employees, parents, or students under the Constitution and state or federal statutes, including school desegregation and other educational issues.
  • Represents schools in defense of claims in state and federal trial and appellate courts and before state and federal administrative agencies.
  • Counsels and handles litigation of federal and state educational issues, including Section 504 and ADA, sexual harassment, special education (IDEA), student discipline, student rights (including Title IX), student records, and parent rights.
  • Counsels clients and handles litigation concerning hiring, evaluations, discipline, RIF, nonrenewal, discharge, employee grievances, and Title VII issues.
  • Counsels clients concerning employment contracts, severance agreements, personnel policies, and employee handbooks.
  • Counsels clients and handles litigation concerning Texas Public Information Act and Texas Open Meetings Act issues.
  • Counsels clients concerning purchasing and competitive bidding requirements.
  • Counsels clients concerning election laws and United States Department of Justice preclearance requirements.
