Overview

Lecelle focuses her practice on environmental law (air, water, and waste) and litigation on behalf of private industry clients. She also represents local government entities in a general counsel capacity, and electric and water utilities concerning diverse administrative and regulatory matters. Lecelle’s years of experience working for the State (the Texas Commission on Environmental Quality and the Office of the Attorney General’s Environmental Protection Division), representing state agencies in litigation and enforcement proceedings related to environmental, public utilities, and natural resource issues, and her time in private practice has expanded her knowledge of and experience with federal, state, and local laws and procedures.

Experience

  • Represented state agency in proceedings for violations of state air emissions regulations
  • Represented state agency in proceeding for violations of state municipal solid waste regulations
  • Represented state agency in proceeding to recover grant funds distributed under the Texas Emissions Reduction Plan
  • Represented state agency in eminent domain and condemnation proceeding
  • Assisted with representation of private industry clients in contested case hearings for an air permit from the TCEQ
  • Assisted with the representation of private industry clients in obtaining/amending Certificate of Convenience and Necessity (CCN)
  • Representation of Municipal Utility Districts & other special purpose districts
